The project is part of a draft financial plan designed to address a projected five-year shortfall of US$132 million. There are 33 proposals, including the idea of expanding concession opportunities to reduce the need to increase transit fares and tolls on the bridge.

The board envisages provision of high-quality education materials through development and operation of a visitor centre. It also sees scope for providing safe and secure physical access to parts of the bridge structure that have previously not been open to the public.
