The consortium, called SWB, proposes to design, build, finance, operate and maintain the scheme which would include construction of a 21km expressway and the widening of 24km of interstate highway. Trestle structures and two new tunnels would be used to cross Hampton Roads and the Elizabeth River. The multi-modal scheme would also make provision for light rail.

SWB puts the total cost at between US$2.5 billion and US$4.0 billion and claims it could slash seven years from VDOT's 14 year estimate, which was based on a traditional design-bid-build approach.

The consortium's designers are Parsons Brinckerhoff Quade & Douglas and Jacobs Civil.

VDOT will now evaluate the scheme and may negotiate an agreement with the proposer. Other organisations may also submit proposals for consideration.
