The ACC's chairman said that the investigators did not find enough information to move forward with the case even after probing for one and a half years. The names of the people that had been suspected will now be omitted from the commission’s final report.

The primary accusations had come through media reports and an allegation by the World Bank, which issued the original request for the investigation. The ACC said that it did not get enough information from the World Bank or the Canadian authorities to prove strong evidence of conspiracy to carry out bribery.
