A ceremony marked the reopening of the bridge, which provides a key link over the Cam River between the Haiphong and Thuy Nguyen districts.

The cable-stayed bridge, which was built with the help of Japanese finance, was designed by WSP's Finnish team and opened in 2005. It has a main span of 260m supported by pylons standing 101m above the water level.

Seriously damaged occurred in July 2010 when the main span was hit by three large vessels adrift after a heavy storm. Vehicles have had to use ferries or the Kien Bridge while repairs were carried out and the repairs were prioritised by the Vietnam government, ministries and the Japan International Cooperation Agency (JICA). Funds for repair and restoration of the bridge came from JICA capital and domestic sources, amounting US$6.8 million and US$1 million respectively.

Haiphong Bridge Projects Management Unit was client for the bridge repair project and the repair work was carried out by the Japanese contractors and consultants that had built the bridge. Chodai of Japan supervised the work.
