The authorities of Cebu and Cordova signed the contract with a subsidiary of Metro Pacific Investments Corporation. Metro Pacific Tollways Development Corporation will design, build, finance, operate and maintain the 8.35km scheme.
The contract, which had been announced in January, was signed on Friday 15 April.
