The scope of the project includes the construction of 1,240m of approaches and as well as the 2.36km-long bridge.

The estimated original cost of the project was placed at US$62.2m. Under the proposed public-private partnership financing of the scheme, the government will provide a maximum subsidy of US$42m and the private sector will finance the balance of the project.

The geophysical survey and geotechnical investigation, the detailed survey and design of the approach roads and the preparation of plans and the programme of works for the bridge approach have all been completed.

The feasibility study of the project is being carried out by the project monitoring office of the Department of Public Works & Highways (DPWH) central office in Manila.
