It was designed by HNTB Corporation for the Iowa Department of Transportation, and built by Jensen Construction. The superstructure is made up of twin bridges, each of five 100m spans. The steel was assembled on the east side of the river and rolled into position.

Incremental launching had previously only been used in the US on smaller steel box girder rail bridges, and is more often seen on concrete box girder bridges in Europe. The companies involved hope to see it more widely adopted in the US places with environmental restrictions or at crowded urban sites.
