The Russian government has published a decree setting out budget allocations for it to build the Kerch Strait Bridge.
The total cost of construction of the 19km crossing is put at US$6.1 billion.
Travellers currently rely on a ferry. The aim is for a combined road and rail bridge to come into service in 2018.
