All four tenders that were opened yesterday for a new highway bridge over the Intracoastal Waterway exceed North Carolina Department of Transportation's US$27.9 million estimate by more than 10%. English Construction's bid of almost US$31 million was the lowest but the state normally only awards contracts if the price does not exceed the estimate by more than 10%.
The new high level Sunset Beach Bridge will replace a single-lane pontoon crossing.
The other tenderers were Balfour Beatty Infrastructure, Key Constructors and Skanska USA Civil Southeast. This was the second time that the project had been advertised as tenders submitted in July were a minimum of 17.5% higher than the US$26.8 million estimate of the time. The state may however decide at a meeting on 4 October to award the contract now as the price is so close to the 10% limit.
