The Tappan Zee Constructors joint venture of Fluor Enterprises, American Bridge, Granite Construction Northeast and Traylor Bros was chosen last month to design and build the bridge.

The comptroller's office said that it acknowledged the thorough manner in which the Thruway Authority as administered the competitive procurement process for the design and construction of the replacement bridge.

It stressed that, as the project moves forward, the Thruway Authority must asset effective supervision of and accountability on the project in line with the the scheme's design and construction oversight manual. Maximising transparancy and accountability is imperative, said the OSC, and it will be monitoring the Authority's adherence to plans.

Completion of the project financing plan still depends on resolution of the Thruway Authority's request for a federal TIFIA loan. The project financing plan will be shared with the OSC once finalised.
