The proposal invoves construction of an elevated railway, known as the environmentally friendly linkage system (EFLS).

EFLS is an elevated 9km, 12-station monorail running on parallel tracks from the MTR Kowloon Bay station through the Kai Tak development, and across a new Kwun Tong Transportation Link above the entrance of the Kwun Tong typhoon shelter to the MTR Kwun Tong station.

Key advantages of an elevated monorail are seen as its small footprint at road level, provision of a dedicated corridor, convenient interchange with the MTR network and tourism appeal through spectacular views.
