This phase includes the fifth storey of the multi-level structure, which allows pilgrims to throw pebbles at pillars while performing a stoning ritual. The oval design of the pebble basin and the three 40m-high pillars have improved the pilgrims' movement flow and increased the capacity in order to avoid congestion and stampedes while the pilgrims perform the ritual.

The 950m-long bridge is 80m wide and has been designed to carry as many as 12 storeys to accommodate up to five million pilgrims in the future if the need arises. It currently provides 12 entrances and 12 exits in four directions and incorporates a helipad. There is also an air-conditioning system backed by water sprinklers, which can reduce the temperature to about 29°C.
