The review, which was prepared for the Canadian city by SEG Management Consultants, was aimed at identifying measures to prevent similar issues arising on future schemes.
The pedestrian and cycle bridge project was initiated in 2008 and the design was completed in May 2011. Construction started in July 2011 and was due for completion that October but the bridge still remains incomplete. In addition, the budget has increased from US$6.2 million to US$10.4 million. The report says that many events contributed to delays and cost increases, but that four in particular had a substantive impact. These were a delay in initiation of the project; defects in the concrete placed for the tower; deficiencies identified in the fabrication and design of the steel anchor plate; and deficiencies and defects in the design, which were discovered through a third-party design review.
The overall impact of these events increased the project timeline from 3.5 years to 6.5 years, says the report.
