Plenary Walsh Keystone Partners (PWKP)  is carrying out the US$899 million Rapid Bridge Replacement project for Pennsylvania Department of Transportation’s (PennDOT).

The project’s origins date back to 2013, when PennDOT was challenged by the combination of an inventory of ageing, structurally deficient bridges and limited funding and resources. The P3 approach is allowing it to replace 558 of its roughly 4,500 structurally deficient bridges more quickly while achieving significant savings and minimising impact on motorists.

In 2015, PennDOT appointed the Plenary Walsh Keystone Partners consortium – comprising Plenary Group, Walsh Investors; Walsh Construction, Granite Construction, HDR and Walsh Infrastructure Management – to finance, design, construct the bridges and then maintain them for 25 years.

Pennsylvania rapid bridge replacement

PWKP announced the completion of the 400th bridge in May; the entire project is due to be completed by the end of this year.
