Financial close for $1.8bn Canadian road and bridge project

Alberta Transportation has picked Capital City Link General Partnership to design, build, operate, and partially finance the Northeast Anthony Henday Drive project.

Capital City Link General Partnership is made up of Meridiam, ACS and Hochtief. The design and construction will be carried out by divisions of Flatiron, Dragados, Aecon and Lafarge.

The public-private partnership (P3) contract is worth CA $1.81 billion (US$1.77 billion) in 2012 dollars, to be paid over the 34-year term of the contract. The estimated cost of using traditional delivery was $2.18 billion, a saving of $370 million. The three bids were $1.81 billion, $2.03 billion and $2.22 billion.

Sections of the ring road were built in the 1970s and the 1990s and the current Anthony Henday Drive project began in 2000 with the construction of the southwest section. The latest contract includes 27km of six- and eight-lane divided roadway, nine interchanges, two road flyovers, eight rail crossings (flyovers), and two bridges across the North Saskatchewan River, for a total of 46 bridge structures.

The Capital City Link General Partnership will start construction in June, with completion of the project scheduled for autumn 2016.

Capital City Link General Partnership's partners are Meridiam Infrastructure Neah ULC (a subsidiary of Meridiam Infrastructure North America Inc), ACS Neah Partner Inc (a subsidiary of ACS Infrastructure Canada Inc.) and Hochtief Neah Partner Inc (a subsidiary of Hochtief PPP Solutions GmbH). The design and construction of the project will be subcontracted to a construction joint venture made up of Flatiron Constructors Canada Limited, Dragados Canada, Aecon Construction Management and Lafarge Canada. The operations and maintenance will be subcontracted to Volker Stevin Highways.

A ground-breaking ceremony will be held this summer to mark the begining of construction.

Important Update: Bridge Design & Engineering Magazine

For more than 31 years, Bridge Design & Engineering has been a trusted source of new insights, knowledge, and connections for the global bridge community.  With the rapid shifts in the publishing landscape and increasing costs, sustaining the printed magazine at the high level of quality our readers expect has become increasingly challenging.  After careful consideration, Hemming Group Ltd has made the difficult decision to discontinue the print publication.

You will continue to have full access to the Bridge Design and Engineering website - including the complete archive. Although the site will no longer be updated, the archive remains a rich resource of engineering knowledge and project insight.  You can also continue to access the Bridge Directory, IBIG, through the website or directly at: https://www.bdeibig.com/

While this marks the end of an era, it also opens a new chapter, one focused on strengthening the connections, collaboration, and technical excellence that our community thrives on.  Our energy and investment will now be directed toward expanding and enhancing our industry leading events that bring the bridge community together.

Our flagship events Bridges and Bridges Scotland will continue to thrive as essential annual gatherings for bridge owners, managers, designers, engineers, and suppliers.  These events play a vital role in sharing innovation, showcasing best practice and emerging technologies, and fostering meaningful collaboration across the industry.  We are excited to build on their success and will further develop these events in the years ahead.
