Infrastructure Ontario (IO) and the Ministry of Transportation (MTO) are seeking bidders for the Queen Elizabeth Way (QEW) Garden City Skyway (GCS) – Bridge Twinning project in Niagara.

The public-private partnership project involves constructing a twin bridge to the north of the existing structure.

The existing bridge carries QEW over the Welland Canal at the boundary between St Catharines and Niagara-on-the-Lake. The 48-span structure is 2.2km long and is about 40m high at its highest point over the Welland Canal. Approximately 100,000 vehicles per day move across the bridge, which provides a strategic transportation and economic trade link between Canada and the Eastern Seaboard of the USA.

IO and MTO will evaluate the RFQ submissions to prequalify project teams with the relevant design, construction and financing experience. Teams that qualify will be invited to respond to a request for proposals (RFP) which is expected to be issued in summer 2023.
